An observation is something noticed that was not being looked for. Recorded before explanation, because the explanation invented at the moment of noticing is usually wrong and, once written, is hard to see past.

Why these are kept separately

An anomaly recorded in an experiment record gets read by someone auditing that experiment. An anomaly recorded here gets read when the same thing is noticed again somewhere else, which is when it becomes interesting.
