Active

A topic is a cluster the literature actually forms, not a category imposed on it. Topics emerge from reading; creating them in advance produces empty folders.

When to create a topic

When three or more papers are speaking to each other about the same thing and the conversation is worth summarising. Below three, the papers can simply link to each other.
