Stable

Datasets are artifacts and carry DATA- identifiers like any other. They are not registered here.

Their canonical location is the datasets section, because a dataset record needs provenance, schema, collection method, preprocessing, quality and licensing pages, and a single registry row cannot carry those. Duplicating them here would create exactly the second copy that rule 2 exists to prevent.
